computer program that can white list websites

I need you to develop some software for me. I would like this software to be developed for Windows. It needs to be a computer program that white lists websights and all others are blocked. it must use a password to edit what websights are allowed. Also it should have an alternative password which is type a page of text correctly and hit submit then it will let you edit the whitelist and or turn on and off the program. it should work that it can whitelist sights like [login to view URL] and everything following the base name will be accepted
