car number plate scanner and detector using HD Camera mounted on a vehicle

Dont bid unless you read here first the idea is i need a camera and a screen and something to run the software on and a screen like a raspberry the camera will be mounted on the car i needs to capture all trafic accuratley and fast i want it to logg all captured plates on the screen in text format camera will have to capture licenses off standing vehicles and also moving vehicles while im moving/standing with my own car also need to capture licenses in day/night time create a GUI the gui should include these functions -Add your own number plates ( upon detection of the added plates a alarm will go off ) -Pre added numberplates if you wish to scan for these press ON if not leave it and it wont scan for these plates example ( police number plates) -surveilience if a car plate is scanned multiple times during a X amount of time you will be alarmed that you might be followed. Also i want this software to only work for subscribers subscribers pay me lets say 5usd each month and they will be granted a code, to use this software you need a valid code from me
