Build a Ms Flow for approval of invoices and other payments

We are a not for profit based in Sydney. With the current COVID-19 Crisis we have been working from home and would like to set up an Microsoft approval flow. The approval flow need to be set up to 1. review and update(approve/reject) an invoice for payment from the relevant team Managers, after which then goes to the second phase of the approval process where at least 2 of the authorisers then authorise the payment to be actually paid.
There are different teams within our organisation Supporter Relations, Programs , Partnerships, and Finance. So not sure if have a separate flow for each of the teams, so they are only approving invoices relevant to them or if there is a better , easier way to do it.
Any help on this would be much appreciated.
