I need someone who can solve my Google Search Console Problem and Help me to remove Manual Action

Hi I have a website. The problem is the site is being labelled as Pure Spam by Google and because of this, I cannot submit it to Google Search Engine. This is a Directory website where Users can register their businesses for free or for a small fee. I bought this site around 2016 from a person and at that time it was a good, PR4 site. However, I did not grow that site, lost interest and did not renew the Domain name after a couple of years. The domain name was bought by someone else and I believe he used it to run duplicate/spam site. Again, I bought the domain name vide GoDaddy auction in the year 2020 and used the old site database and a new WordPress theme to make the site live. But unfortunately, Google Labelled it as Pure Spam and intimated to me the following on 27th October 2020: ' "After reviewing your reconsideration request, Google still believes that [login to view URL] violates Google Webmaster Guidelines. Therefore, we have not reincluded the offending pages back in our search results in order to maintain a quality experience for users. You may submit a new reconsideration request after you have made the necessary changes to your content. Fix this problem now: Update your pages to meet Google Webmaster Guidelines Remember: we reject reconsideration requests consisting of empty or blank sites. Make sure you submit revised content that is original and relevant to your site." I made an appeal and wrote to Google the following on 4th May 2021: "Sir, My website is like a Yellow Page where any business owner can list/submit their business. It is a Directory Website. These are user-generated pages. The ownership of the website has changed and I am the new owner of the website. Please let me know how to update all the pages as per Google Webmaster guidelines. Thanks" However, Google replied to me on 6th May 2021: "After reviewing your reconsideration request, Google still believes that [login to view URL] violates Google Webmaster Guidelines. You may submit a new reconsideration request after you have made the necessary changes to your content." Could you please guide me on what can be done now to remove the penalty? Can I submit the site in Google Search Engine? Can you remove this "Pure Spam" label? Please let me know the cost. If you are confident then bid please. If you cannot do it, no money will be paid.
