Wordpree integration with website

With an existing Photoshop file create a website integrating Wordpress, [login to view URL] and other plug-ins such as akismet for spam protection. I also need the homepage to have a tag cloud. Also the navigational bars will point to both static pages and dynamic pages. I will provide the content and be available to discuss any changes that might need to be considered. I will also need to add a form. The form will be for those asking for more information about our company and would like to use our newsletter subscription. This website needs to use RSS with Wordpress’ defaults. Other specifics will be discussed via emails or this forum.
