Text Conversion for Results files

I am looking for a simple program to take a file from AP News format and convert it into the standard format accepted by a local newspaper. This would help them out tremendously and give them the opportunity to write good stories and spend less time entering results that can be exported. For example I would take like to take the first portion and convert it to the 2nd portion below. I would like the ability to change the punctuations also if possible.
