USPTO patent filing help

We are looking to file a design patent for a product. We have found a similar patent and have made many improvements to the older design. We need help to decide whether we can file based on the previous design and if our mechanical changes are enough to make our design unique and different OR if we should seek a license agreement. The filing should be pretty straight forward. Need an estimate on the total cost for a simple analysis of the prior art, the filing cost for the non-provisional USPTO documents and write up. the project will be broken into two phases. Phase one is the prior art discussion. Can we patent our design? If the answer is no, then phase 2 is not necessary. We will provide the details of the prior art design patent once we select a provider for the project. We have mechanical drawings being completed now and will have them shortly for review as well.
