Write a Selenium Python script for regularily checking a jobs website

I need a Selenium Python script that checks an online job board to see if new job has been posted. The job board is a freely-accessible site with no captchas. When a new job posting is detected, the drive time to the location should be determined. The details of the job are populated into an email and sent only once to a specified email address. I would prefer not to register for a mapping API key, so using Selenium to get drive times from the Open Street Maps directions service would be ideal. The script should be able to ignore listings where specified strings are detected and when drive time exceeds a specified duration. It should use only use open-source libraries. The script must be able to be run via cronjob, and operate contained within a directory. To avoid emailing the same jobs over and over again, a record of which jobs have been sent should be kept in a plaintext file on disk.
