I'm not sure if there is a PowerShell command specific to do that if that's what you are asking, most likely you would be setting those values via GPO since you would be in a domain situation. I'd very strongly suggest using Group Policy to propagate Kerberos policy configuration.
Been said that, if you really want to use PowerShell, we can certainly consider enabling via Registry. Let me know if this is something you would be interested in. I have the script ready to update registry.
