The application should be,

 able to cater for a big user base in excess of a million + people - various database options

available which can handle the load (MS SQL, Firebird, MySQL)

 linked to GIS & google for geo-location

 able to interface with other 3rd party systems such as SAP or Oracle

 able to search using, name surname, I D number, barcodes QR code etc.

 Once an individual is registered it should give an SMS confirmation - interfacing with one of the

many bulk SMS service providers (SMS portal, BulkSMS, etc)

 able to upload picture of a person registered –

 able to print a card or any proof that this person is registered on the system - through barcodes

or a card

 interface to Provincial & National housing department

 able verify if there is an existing application for subsidy approval or hand over of the RDP house

 the system should be able to indicate the status of the application

 on site verification gadget (for admin & verification) - Portable device that can be used to check

or search for info about individual registration

2 Application Detail

2.1 Interface

 Cellphone: The client will be able to access the database using cellphone, running on a WAP

platform. Once the client has completed the cellphone registration the Application will send

an sms with a unique Registration ID, Pending status and list of requirements that show be

faxed to a set fax2email number. The form will be forwarded into a central repository and

has to be actioned by someone in the office, confirming that all the supporting documents

are attached. Once confirmed, another sms with the same unique Registration ID and a

Processed status.

 Internet: The client will be able to access the database using Internet (compatible IE,

Google chrome, Firefox and Safari), running on a Bootstrap HTML 5 platform and will

connect to a MySQL database through a JavaScript. The form should have an upload file

capability (image, PDF, and doc – stored in a central repository with the completed form).

Once the client has completed the registration the Application will send an sms with a

unique Registration ID, Pending status. The form will be forwarded into a central repository

and has to be action by someone in the office, confirming that the all the supporting

documents are attached. Once confirmed, another sms with the same unique Registration

ID and a processed status

 Office user: Application is web-based developed on Bootstrap HTML 5 platform (which

enable the Application to identify the device being used
