**edit** Hello, I used to do this kind of project before, like receiving document from client and allocating to staffs. The system can automatically download files for eg. it will use batch process like window service run it every 5 mins to read from the folder containing documents from clients and create the task to employees. I have experienced in developing desktop and web applications for 4 years mostly in c# and java but I am new to freelancer here as you can see I have no rating to show you. You can check out some of my portfolios I've just added today. Please provide some more detail if you are interested, so I could give you a proper solution.
