Use Geo (latitude/ longitude) functions in PHP to find nearby airports

We have a CSV file with 3k airports with all given longitudes and latitudes.
2k out of those 3k airports are classified into 11 regions in the world already. There is 1k remaining with no regional classification. You should change that by simply finding one nearby airport to each of those 1k airports. This nearby airport will determine the location and so we can use that same region for that airport.
