I need to build a Telegram marketing tool that does the following functions.

1. Scrapes usernames from channels/groups, and allows for export of this list to CSV.

2. Auto-adds (imported CSV) to preferred channel or group.

3. Allows bulk send messaging.

The marketing tool can be built on any language as long as it's fast.
