PHP script to Scraper a JSON API feed

I need a php script that connect to a API feed at [login to view URL]
And save the data in a mysql table, If the record is already in the database if needs to skip it and move on to the next record. there is no primary key field in the output but you can use concatenate regionID+itemid+date as a primary key.
The php script will be run as a cron job once per day, so no output on screen is needed
I thinking there will be 3 tables in the database like below:
1: tbl_Region - Fields RegionID (example data=10000002)
2: tbl_Items - Fields ItemID, Name (example data=16680,Phenolic Composites)
3: tbl_Market_Data - Fields RegionID (example data=fields in api pull)
I want the script to run through each region get the region id from (tbl_Region) and pull data for the items in (tbl_Items) and save it in (tbl_Market_Data)
As example api feed is

Php7 and mysql database
