PayPal IPN database and custom website login to view results

Hello, Our system is on AWS EC2 Plesk. We would like a custom database that stores PayPal IPN data, and then a webpage where we can login to view the data. There should be an admin login that allows us to add staff users, and to filter the data the staff can view. On the staff side, it should show the filtered results. Also, on the admin side, there should be an option to have our system send an automated email message to each customer that submitted a PayPal payment, it will say thank you and provide information on how they can submit artwork. There should also be a "resend" button so that we can resend the message in the event they didn't get it the first time. You will need to add this system using our current AWS Plesk platform, and we will provide the PayPal IPN
