PACS / RIS / HIS Interface and Proxy Server for transfer of DICOM files

We have a web-based application (PHP) receiving DICOM image data and some other metadata. We would like to have a separate application that acts as a local DICOM node, serving as intermediate "proxy server" between our system and a hospital PACS / RIS system. It shall receive DICOM files via C-Store, and pull files via C-Get and C-Find from a hospital PACS/RIS. It will anonymize some tags, add tags or metadata linked to the DICOM-study, based on some rules, manual input (browser-based GUI), or, at a later time, HL7 messages. Then it shall queue the files for reliable (chunked) transfer (e.g. [login to view URL]) over an https connection to a remote server. The application shall be based on a robust open-source project like dcm4che, Orthanc or similar and easily deployable via Docker. It shall serve as an in-hospital PACS node and possibly also as an exposed, web-based PACS node. The project involves a more detailed requirement analysis, the software architecture design, the selection of frameworks, and in a second step, the implementation and interfacing. The implementation must be in a very clean, modular, easy to maintain and well-documented way, suitable for auditing as medical software. We pay for the documentation and the creation of relevant unit tests too. We assume this project to span 4-8 weeks with some closer collaboration between you and us. You need to be familiar with Jira, Confluence, Bitbucket/Git. A low number of dependencies and use of base technologies like ZF-2/3, jquery, MySQL, REST and Javascript are preferable.
