Online Onscreen PDF Construction TakeOff & Estimating Software (PHP-AJAX-MySQL)

I am looking for a programmer who can developed a project similar to the attached application (VU360 -on screen takeoff), but will be used for online use, so I am looking for the code to developed to run on centos with MySQL Database. Must run on Apache (non Tomcat). May consider a Windows Based C# Windows Program with Microsoft Access Database. Please let me know exactly what you are bidding on. Must be able to take off line, count, area, etc., each condition (item) measured must be able to be colored coded (hi-lighted) and saved by Project Name in MySQL. I have attached a free .pdf reader (VU360) for architectural/structural drawings as an example, and also a sample drawing. This application I uploaded VU360 has all of the requirements needed, except the ability to save takeoffs to MySQL. Must be be able to view and annotate the .pdf, and .tif files.
