Need Script Built To Automatically Create Call Record In Vtiger From Windows Server

I currently use 3CX Phone system which is hosted on a Windows 7 PC. I would like a script built to automatically log call calls into our vtigerCRM software. I figured we would have to do something like XML to API or something like that??? Not sure. Here is a example of a template that 3CX will put out below:
