Need a programmer for a delayed timed button.

Hello, We are looking for an experienced programmer who can help us create a delayed timed button on our website. The button has to be below a video and should appear 20 minutes after the user visited the website. By the same token, if a user visits our website the second time, we want this button to appear instantly without any delay. So on first visit, it should delay it by 20 minutes but on the second visit it should appear instantly. This should work across all versions of all browsers including mobile browsers.
