Modify wordpress plugin for function all users

Hello I have a wordpress plugin the "ns-cloner", which serves to clone sites that I have in my network, it lists all the sub sites you type in the name of the new sub website and clicks on cloning. The problem with this plugin, I have to allow the sub-users to have access to this plugin and that access to all sub-sites of the network, list all sites are just of a user, the user "themes", that user will have websites where all others users can copy.
