PLEASE READ CAREFULLY BEFORE BID

I need a html5&PHP file which let the user to either use sound/video recorder using his devices.

I need another file to stream it live which could be request by anyone, once url is called.

I need this to run on system files but data NOT UPLOAD TO MYSQL.

There should be a mysql database just to related the file to userid.

Video does NOT have to be saved on server and has to be removed when nobody calling the stream page.
