Job Management using SMS -- 2

Having trouble assigning jobs to employees so I think this will solve it. Instead of manually assigning the jobs, jobs will go out by sms with a link, and if they're interest in the job they click the link in the sms to take them to a page to see more details and accept the job, then once they accept the job they're given all the information about the job on job page. Customer is then sent a sms letting them know job has been accepted with employee's name and number. Employee does the work, marks job as complete on job page, Customer sent another sms saying job is complete, asks if satisfied and other questions. I'll need a smartphone friendly password protected webpage where I enter job information. I'll also need a admin portal where I can add or remove employees, see the job information I put in, who took the jobs, customer information, employee information, job status, etc. Twilio can not be used for sms, I had a previous freelancer misuse my twilio account so I have been ban from twilio. I feel like this project probably already exists but I have not been able to find it, this could be a very easy project for the freelancer that finds an existing product like this. I'm sure I'll think of more things that need to be added, and whoever is hired will need to be available for years to help maintain this and add more features. I've had trouble with freelancers in the past, so I need someone that has done similar projects and has many good reviews. If you don't have experience or not many reviews you can still bid but I will not pay as much. I also need to see things working before releasing any money. Too many freelancers want half escrowed, do "half" the work, get the escrow and then leave the project unfinished. Bid amount is to deliver a finished project. I will need to hire you again to add features in the future.
