Developer Required - Translate Designs to Pixel Perfect Site - in Wordpress

Hi, We are a small 2 person team. We help people create simple websites on their own with the help of our tutorial videos. Here's an example of the kind of video we make: [login to view URL] We're launching a new website called 'Website Learners' for our web tutorials. We plan to create more tutorials on topics like: how to make a blog, eCommerce store, small business site, etc. == What needs to be built? == At the beginning of our videos, we direct the viewer to a resource page which has all the tools needed to follow the tutorial. We've designed this page in Photoshop (images attached below). We need you to build this page in WordPress (pixel perfect as per the design) while keeping it responsive. We also want to be able to change the contents of the page easily for each new tutorial we publish. So a theme that uses reusable modules would work best for us. We also need to be able to publish new content on our own without the need to touch code on a day-to-day basis. Because of this we like the Divi theme very much but not sure how well it will work for custom sites like this. Please suggest a the best way to go. The Step 3 (in the resource page) needs to have a carousel of 5-7 best themes along with a mobile view of the theme. The carousel should function like in this video: [login to view URL] We are looking for someone can deliver pixel perfect translation of our designs. Someone who obsesses over detail and won't rest until things are perfect. Please include examples of your work similar to our project when applying. Thank you.
