Develop Bulk Lister / Turbo Lister for Auction Software

Looking for a programmer to develop a desktop application which will function in a similar fashion to the eBay turbo lister. This application will interface with a PHP Based auction software package which is already on the market. This application will allow users to submit their listings, to our auction site, in bulk, complete with photo uploads ... etc. I'm open to suggestions on which programming language should be used, but it should be capable of working with all flavors of Windows, securely. This software should be designed so that it will only work with a specific domain, the domain which I, as the owner of the software, will be able to specify. What this means, is that if I want to lease it to website A, and website A's owner posts it for download upon his site, his users can only use it on website A (and or any website I so deem appropriate). This software will require that the end user provide its username and password, so the functions can be completed with the auction software package. In addition to being able to submit listings in bulk, additional features required will be the ability to download his/her listings directly from the web site, into the bulk lister whereas they can edit them ..etc. Obviously, I will own all rights to this software and will require all source code.
