detect free parking spaces using openCV on rasperry plateforme with usb camera -- simplified proposal

On rapsberry 2 plateforme, with a usb camera, this project requires image processing using OpenCV library and a java server on a windows or ubuntu OS, as you want.
The camera look a parking of cars.
this project is in 3 part:
part 1: You make a application with a gui interface to place parking areas with a id for each area (see join file). The process for this is using mouse and click. The click process a window form with a uid area to enter and ok and cancel buttons. For the moment, the area is a circle with number of pixels to define in testing (i think ten is a right value to begin)
The click on a existing area process a windows to change the uid area or delete this.
With OpenCv library, the application processing the use or not of each area. The monitoring of this processing is reporting on screen with a color red/green of each area (green mean that area is free and red mean area is busy).
Part 2: Make a java or web server with a mysql database to implement model of parking (one table with a Id for area and boolean for status free/busy).
You implemente push method setStatusOfArea(int IdArea, boolean free) and calling of this in rapsberry application (part1): when the status of one area change, you call it.
you implement request method int getFreeAreas() and list of {id,status} getStatusOfAreas().
part 3: make a web application to see number of free space: a windows with a title (name of parking) and a number (number of free space). The number come from a frequent polling of remote method getFreeAreas() of part2.
