custom wordpress theme - read description before applying

We need a custom Wordpress theme designed and developed that has a custom design based on references we provide and the theme options need to be the following 1 - Zip management - we need to add / edit / delete zip codes which interact with front-end, search and display results from database 2- Location management - we need to add / edit / delete locations which interact with front-end, search and display results from database 3 - Users management - we need to track the list of users that sign up with our website, signing up is free and users can sign up and log in using standard Wordpress fields and Facebook 4 - Online order management - whenever a user signs up and logs in, he selects his location, zip code, fills out some details and an order is placed. No online payment gateway is needed, but we would need to track orders placed from this module in the backend. 5 - Users profile / order history - This section is for the signed up users who can log in, place their orders and they can check their order history. Each time an order is placed, an email needs to be sent to admin notifying of the order placed and the customer needs to receive a copy that order has been placed and is being processed. Anyone interested in doing this website can consider using a premium theme and customizing it as per our needs, you could also use a free theme or you need to build this theme for us. We need to make sure the site is 100% responsive and error-free before the payment is released.
