Create proper 301 redirect and proper webpage forwarding

This seems like it should be simple but have not been able to get it to work. Recently moved an ecommerce website from one hosting provider to another (with new shopping cart software). Have 2 tasks:
1. Need to setup 301 Redirect so that old references to page get routed to at least home page.
2. Would prefer to have a different root director for site. Currently when click on product from homepage it shows this URL:
[login to view URL]~pickstor/xcart/Alaska-Picks/
Would prefer to have it work like:
[login to view URL]
