Create contact sync for telephone system from Gmail & beyond

I need a web based app that connects to google contacts via the API (oauth), exports all the contacts (initially) and subsequently checks for changes. It must be stored in a database and then update a table in another MySQL Database via ODBC (telephone system). The aim is to have the phone system address book always up to date with contacts in a Google account but this will be one way sync only.
It should be built to support the idea of each export / sync being a "job" with each job connecting to a different Google account and populating a different area of the contacts table of the phone system (each tenant has a different ID in the contacts table). Phase 2 (not in this brief) will be to connect other sources than just Google so the app must be built with this in mind (i.e Office 365, Salesforce etc).
There is the possibility of ongoing development and support work should the project be successful. We will likely want to make it more user configurable in the future with an "administration Interface" to allow us to make changes, create new sync jobs etc.
