Create a basic redirect rule in a .config IIS rule and a demo on how it's used

I'm using windows hosting for a small project.

I want to create user accounts for this small project so that if the user goes to [login to view URL] an IIS rule in the .config file can be created which will redirect them to another page `[login to view URL]` where this page will echo in php the username.

Basically I need to pass the username from the initial query into another php page so I can simulate a user profile - it would be nice if you could comment your code so I know what's going on, FTP accounts will be provided :)
