QR code website for Luggage tags information

I would like a simple website- that when a customer scans there unique QR code on their luggage tag, it brings them to a site they initially log in- set up the information they would like to appear when viewed by some one who finds there lost luggage. Something examples websites: [login to view URL] or [login to view URL] there are many examples. We sell luggage tags- we would print a unique QR code that links to a website and links to a customer specific login page. We would need some unique code so non buyers just cant sign up - so some algorithm i guess so someone cant randomly sign up non purchases. The buyer of the tag- goes to our QR code website- logs in for the first time- adds user name and password- and enter website Inside the website: there are lines of information they can type in for the viewing public. They can preview their information prior to the public seeing what the QR code says. If they lose their luggage- the person finding the luggage tag- scans the QR code- and the prefilled information is displayed so they can contact the person who lost there luggage. I dont need a QR code to print- We need to setup customers account, add lost information they have entered for the viewing public to see the information once the QR code is scanned. The QR code would be on our luggage tag, and the scanned link would send you to our ( or a new website) to sign up the new customer and allow them to enter information they would like to be viewed. So we would need at QR code that links the unique QR code to the "a" website . For example: Customer buys our QR luggage tag. The QR code is scanned- this takes them to a welcome page that would ask them to sign up - user name/8 character password. Next they would enter any information they would like the viewing public to see once the QR code is scanned again. A preview button inside the website allow the buyer to see what will be public. Then save and exit. When the QR code is scanned again the login screen show up again ( as the buyer of the tag can enter and edit at will) but the public information is displayed this time on the front page - along with the login here button. Thats it.
