Build me a website

I need a webiste with signup/login simple forms user dashboard (with user name, user wallet and a candlestic chart window with amount time and up down buttons) admin panel CANDLESTIC CHART WINDOW: In this window there will be a candlestic chart with green and red candles which will be of 1 min duration each and the next candle will come after 1 min. chart will be updating itself every minute from the data that admin will feed every morning. Data will be of 120 candles i.e, 120 minutes after which the graph will keep repeating itself. Amout and time selection : user will select the amount he want to trade and the time after which the website will check that if he won or loose UP DOWN button: there will be an up and down button which will place the trade. if the user press up button at 7:00pm and the amount he has selected is 10$ and the time duration he has selected is 10 mins then after 10 mins the website will check if the market really went up as predicted by the user or not.. IF YES HIS WALLET AMOUNT WILL BE DOUBLED IF NOT THEN WALLET AMOUNT WILL BE DEDUCTED. its similar to a website call olymptrade.. but with very limited features. if any one can do this under 12000rupees then bid only.
