Build a small web application

Objective is to create a small web application that will be used to promote a new company - phase 1(that will be created if promotion is successfull). The development requires to develop the web part (php using Symphony 4 framework) and to migrate some code from an MS Access application to php. The database will be provided in MYSQL with most stored procedure already developed. Optionnal is to be able to integrate the code within a drupal 8 web site (no drupal 8 web site development required as part of this request) If Phase 1 is successfull, more development will come (a rewrite of a MS Access application in PHP) We have limited budget for phase 1, but less of an issue if project is successfull and we move to phase 2.
