Build a simple Section on a Page of a Wordpress site

I need to create a section on the front page of a Wordpress managed site in order to display posts from the last published category. All I need is the PHP code/logic to insert into the front-page file of my theme. The details are below. There is a screen shot of this section in HTML attached. 1. Get the latest published category with the published posts 2. Display them in a Page only if its posts are in a published state. The Posts are grouped in Categories and are each taged with only one Tag. Category: Issue 1 | Volume 1 |_______Post 1 (+1 tag) |_______Post 2 (+1 tag) |_______Post 3 (+1 tag) |_______Post 4 (+1 tag) |_______etc...
