Build and Schedule App for workers

Build and Schedule App Where workers can submit a day off and other workers can schedule to cover shift. I need a web interface and also an app for android and apple. I need the web interface to be sync with the app for admin and user. I want the app to send notification of schedule to worker and confirmation that he is covering the shift.
