Build GPS Tracking Software for Sport with xml output for TV graphics

This is a fairly major project where I am looking for some software/web application to be built where through GPS units to produce an xml file uploaded online every 3 seconds that a graphics company can use to produce TV graphics for live sport. - Use 5 GPS units - Ability to build GPX file from start to finish - may include overlapping a number of times - Need to follow GPX file and have distance to go - Needs to show up on a map online - Need to be able to allocate Lead Bunch, GC Leader, Peloton & Tail and Other to each GPS unit before and during the race ie 1 = Leaders, 2 = GC Leader, 3=Peloton etc - Needs to be able to calculate distance to go from Leaders or Peloton - Needs to be able to calculate the time gap from Lead to Peloton or GC Leader or both - Needs to export the distance to go & time gaps as xml every 3 seconds to a ftp link for tv graphics - Ability to show the average speed and acceleration (if possible) Examples of what is produced with TV graphics is attached online as well as the GPS units that will be used and an example of what the application or program should look like This is a fairly major job and I would need assurance that you can deliver on the program. I also need an estimate on how long it will take to make or if there is a fixed fee.
