build a bridge between QR Reader and PHP page

hi , i want someone who understand what am trying to do and can do it fast and not cost a lot . we have QR Reader that is connected to Ingress software the software uploads the Card Number into the Ingressus controller for each user, and when the user performs verification with the relevant QR Code on the QR110C Reader, the QR reader will send the number into the Ingressus controller to check for the existing card number in the device , this is for opening door system anyway we will provide u the Ingress software source code in .VB and .C# . u have the choose to modify it or to copy from it , it have all the function . now the problem is . when we want to register a new user from that app we need to do it manually by entering the userid,name and rest of info to the edit box , what we want is a bridge , a php page that will get this info (userid,name...) by post then will send it to the Ingress software now the Ingress software will use these parameter instead of the one coming from the edit box . we have user manual for the source code of the Ingress software . ex . SetUserInfo() [Method] SetUserInfo (int userID, int privilege, string username, string cardNumber, int multi- cardGroup, string password, string IssueTime, string ExpireTime) [Feature] Write user data to memory buffer. [Parameter Declaration] userID = Enrollment number privilege = Privilege level username = User name of user cardNumber = Card number of user multicardGroup = Group of multicard verification password = Password of user IssueTime = The user starting work period ExpireTime = The user last work period [Return Value] Return true for success, false for fail [Example] int userID =1001; int privilege = 1; string username = ”George”; string cardNumber = ”9733707”; we dont need all the function , only all the connection and add new user and get user info , set user Level Access , and authenticate that user .
