API call for shipping cost calculation from checkout in Magento 2.2

At the checkout , when the customer enters their Post Code, an API call (HTTP GET) has to be made to a URL to calculate the shipping cost. 1. The call has to be made for each item in the cart and the amount has to be multiplied by the quantity 2. If the API returns 0, then its free shipping 3. If the API returns -1, then that item can't be delivered to that area and hence it shouldn't proceed to the next page. Additionally i need the source code to be uploaded here. The quality of the code is here. If it's very amateur, and i have to edit to fix it, then i won't release the full payment.
