**before you bid please ensure you have read through the instruction i will not contact anyone who has not submitted a proposal reflecting they have read instructions i have a website: [login to view URL] **for user panel username: bernardphemi at hotmail dot com password: tomato **for admin panel username: admin password: tomato the website is a peer to peer donation website where members donate money to each other I want all users to pay admin before they are able to use the website. all members are to pay 20% of selected amount (20000, or 40,000) to admin. there is no payment gateway. all users pay using bank deposit. therefore, users will see a screen right after they login, the screen will be an interstitial page that prevents users from accessing the site until payment is made. the screen will show the instructions including admin account name and account number and admin phone number how payment is made: users go to make payment in bank, afterwards, user will call admin on phone to inform admin they have paid. admin will login to a backend, it could be the present admin backend or another (depends on how comfortable you are working with current backend), admin will confirm that user and the user can then continue on the website as normal. please note, this is a small project and the user needs to do this after receiving all their payments
