Add feature to php script to deliver serials

I have a script that is a membership software, manages members into free and paid levels. Want to add ability to setup serials to deliver to members when in a paid level.
The idea being I upload 5000 serials in a csv or text file.
A unique serial is ascibed to the user account (and stored in dbase) so it can be displayed in members page dynamically.
This requires new Admin option to manage serials, to see count of serials left, and to edit/update list.
Option in Admin also to both add or remove or update a serial from a users account.
