Develop bought WordPress theme website to our design specifications

Third Sector People are lucky. We've managed to secure the amazing services of two graphic designers through here at Freelancer.co.uk.
We are now looking for a WordPress developer who can take something from round-table discussion to operational and revenue generating.
We have two online assets that require immediate development. Our main website and then our blog. Our website will also run on a blog platform, but as an operational and functional website.
We have installed a theme that we like the layout of. I need it broken down into elements to be given to our designer who can adapt his design and branding accordingly.
We work solely on an hourly basis, and expect our freelancers to use the desktop app to track their time.
We want forward thinking individuals who will help us to identify problems with the deployment and pre-emptively take action.
We work with a limited crew here and will remain doing so. Please do not bid if you have little or no intention of longevity.
The sites to develop will be provided to the winning bidder.
Freelancers should be familiar with using SharePoint for file management and Skype for Business for communicating. They should also be adapt with Design Studio and the internal workings of Freelancer.co.uk or one if it's derivatives.
Hours can only be PAID at 7.5 per week initially but this will increase as the workload increases. Revenue sharing schemes are available at a later stage.
