Develop Joomla based PHP allowing Visa and Mastercard usage

An existing site needs Mastercard and Visa credit card payment to be developed after services purchases are made using the 2Checkout php API. It also requires the freelancer to write the payment and other related info subsequently into mysql tables (this are already existing) when the payment occur, detailing the services purchased as well as specifying the start and end dates of services based on some business rules that apply to renewing of [login to view URL] the requirements will be provided.
