Customize a WordPress website

Hello, We are seeking someone who can customize our WordPress theme. This website is a music submission for subscribed users. Here is functionality: Admin: Creates a project. A folder will be created, this project will be seen by all users. A user will view project and upload music to that folder files uploaded are mp3, wav This functionality of this is there already we need the following areas to be customized and addressed.. Subscription membership needs to be configured.. $5.99 a month -may submit up to 3 songs per submission but can submit as many times and to multiple submissions. if song is selected the mixing and mastering will be taken care of at no additional costs. 49.99 for one year and save 30% on membership . $3.99 a month - may only submit 1 song per submission but can submit as many times and to multiple submissions. if song is selected and requires mixing and master, must be taken care of by the member. 39.99 for one year and save 15% on membership free member- can only submit a total of 5 songs and cannot submit more than once. Mixing and master will be at the expense of the member. ///////// Project/Creation OVERVIEW The admin can create a Project. A folder will be created and users will be able to submit there mp3, wav file in that project folder, this must also be configured with membership level...We don't want others users to see files submitted if possible. The project when complete needs to be able to be extracted from the website some how or possible have to Admin can export individual files from that folder. So we need files supported for upload are mp3, .wav files, this needs to be configured with subscription level, and we need to be able to export folders.
