Create me a filter to insert the number of items in cart

Hey guys, I need you to provide me with a simple filter that I can insert into my [login to view URL] file that will display the total number of items in my cart after the cart table of contents. I know a little bit of code but cannot find a filter i can use without editing template files (I want to add this via a filter). The output would look very similar to the attached screenshot. We will add styling ourselves. In fact we can add the filter ourselves, just need to be provided with something that outputs the number of items.
