Create Wordpress plugin

We are a non profit organization and we need to be able to offer to our members (manufacturers) to subscribe to a ridesharing platform for there employees as a Wordpress Plugin. The plugin need to allow planning between employees of differents manufacturers or in the same manufacturers rideshare between home and work. Once the employee registered is route, it allow a search for drivers and passengers with a similar itinerary and schedule. Other members can also see the route and send you a contact request. When a contact request is accepted, the rideshare is set. The participant then have access to the email and phone number of the potential rideshare buddies. Figure out the details of the rideshare, like the costs to share, the meeting place, any exceptions, and the rest.
