I am not the cheapest, but I am the best. I am an Australian front-end developer with 10+ years experience. For 5 of those years I have been working with Wordpress, I know it inside and out. What you are asking for does not sound that complicated. For the preview component, I propose that the client can only view low to medium quality images with a watermark (I can make it add a watermark automatically). I would advise against trying to protect hi-res images as nothing can be 100% protected, low or medium res would make it so they have to pay to get the better quality images. Once they pay, then they get the high-res images which you can either upload to the same site or you upload elsewhere like Dropbox or Amazon S3. Do you have designs or are you happy just using the default Wordpress admin styling for this? I quoted a week, but I think it could take less time to complete than that.
