Create a WordPress Template

I am looking for a programmer/developer for this project, not a designer. I need someone who knows the back end of Wordpress and can manipulate a template a bit but not completely customize. Someone who can take images provided (including a vector file) and upload to the template s/he has programmed to look exactly as the client has directed (I have a entire intake to share). Someone who can… --build a three image photo rotation on the homepage with a tagline that remains on the screen as the photo rotates. --either upload all content, including verbal content, or program so I can upload the verbal content. --build the site live on his/her own system and then redirect when it goes live. create a homepage presentation: 1) send me a screen shot of the homepage lay for me to edit (first round of edits) before I present to the client, then 2) a second round of edits once the design has been presented to the client. --read the intake form, understand what the client is seeking and ask me questions if something is not clear. --work within a timeline with no excuses for missing a deadline s/he has provided. That is, if the vendor tells me it will take 2 weeks to build the homepage, then I will expect to have the homepage in 2 weeks, not 2 weeks and a day. It's the vendor's job to build in a buffer in case of delays on his/her end. --this is an image-heavy site for a DC-based developer who will need a project gallery. --navigation has been mapped out. There are no drop downs. 7-main pages. I'm looking for a project fee of no more than $3000 that takes this project live in 6 weeks from the kick-off which will be once the client provides all content materials. I would do hourly fee at $75/hour if the project is deemed to be less than a 40-hour event. Vendor will need to sign a contract and a non-compete for future work with the client. A few additional points of how I work with programmers: --I manage the project. --Vendor (programmer) has no interaction with the client until the tutorial (see next) --A one-hour remote/on-line tutorial with the client on the back end of the website is part of the project fee. Additional tutorials needed will be paid as an additional hourly fee.
