Create WordPress Plugin for Specific Link Clicks

I'm looking to have all html links to a telephone number and all html links to a google maps listing tracked as an event in Google Analytics via JavaScript. I want this all set up as an easy to install WordPress plugin.
For example:
1) Any link throughout the entire WordPress website that has an href of "tel:1234567890" would need to be tracked as an event when clicked.
2) Any link throughout the entire WordPress website that has an href of "[login to view URL]" would need to be tracked as an event when clicked.
The plugin needs to assume that Google Analytics code is already installed on the page.
