Create Joomla module/plugin/component to display MySQL data

Need to have a Joomla feature created (compatible with Joomla 3.x) that will display data (text and images) from an existing MySQL database. The database will be on the same server, but external to the Joomla install.
Not sure if this requires a component, plugin, content page or a module to accomplish. Open to suggestions on best method to use.
What we need:
- A visitor to the Joomla 3x site will click on a menu link and be presented with a page which contains a number of links, a set of statistics and a search form.
- If they click on one of the links, a listing of data (text and images) will be presented, with navigation links (next/previous/home)
- If they use the search form, a listing of data (text and images) will be presented based on their keywords, along with navigation links (next/previous/home)
- In addition, we need to be able to assign to any Joomla page, in a module position, a pre-defined listing of the data (text/image)....based on criteria such as a date, random selection of a record, a city, etc.
Additional Info/Requirements:
- MUST work properly in a responsive format and produce pages suitable for viewing on any screen size, including mobile.
- Clear and concise installation instructions must be provided.
- A complete database schema and a copy of the currently running PHP scripts will be provided to the selected vendor for reference.
- The INITIAL PAGE, which provides the choices for the viewer, should be able to accommodate additional Joomla modues, assigned to positions on the template.
- The RESULT PAGES, which displays the data to the viewer based on their choices,
should be able to accommodate additional Joomla modues, assigned to positions on the template.
- The Joomla template that will be used is:

This system is already working as a standalone PHP application, but we would like to have it operate natively under Joomla and our Joomla template. The attached file shows the current application as an example of the features that need to be duplicated under Joomla.
NOTE- IMPORTANT!!: Any bidder should review the currently operating site before submitting. The URL for the site is listed at the top of the page of the attached file named INITIAL_PAGE.JPG.
When the job is finished, the currently operating, stand alone system based on PHP scripts should be duplicated and work as a native addition to Joomla.
