Convert an existing website to Mobile Friendly

Project Description I have multiple websites. This project is to convert one of them from a desktop site to a mobile friendly responsive site. Please read ALL of the attached document and ask questions BEFORE you post a quote. I will not work with Freelancers who carelessly quote and then try to change it. I want you to specifically address the following 3 stages in your answer. 1) Creating the desktop navigation, cost and estimated time? 2) Creating the mobile navigation, cost and estimated time? 3) Converting the content to mobile-friendly, cost and time? I would like to see examples of other sites you have done, specifically with navigation that has similar characteristics. Please do not show non-mobile friendly sites or sites that don't help me evaluate your ability to do the elements I am describing in the attached document.
