You must come up with a way to translating/quantifying when any given house sells once only (called a single sales) and a different house sells multiple times over its life (called repeat sales). Thereafter you have to figure out a way to convert the difference of prices over time (for the same house selling multiple times at different rates) and convert the difference into a CAGR (Compound Annual Growth Rate). You must also come up with a clever way In order to quantify a house only selling once (single sales) as a CAGR (compound annual growth rate) you have to come up with a clever way to quantify houses with similar attributes (same square feet, same materials (masonry vs. wood) selling over time... Ex. how to quantify single sales: Ex: A 1000 square foot brick house sells for the first/only time $10,000 in 2010 and another brick house also 1000 square feet right next door sells for the first/only $15,000 in 2015... So you have two very similar houses selling at different times with similar attributes for different prices - can be quantified as a CAGR $10,000-$15,000 over 5 years = a CAGR of 8.45% per year of a single sales house. Repeat sales are easier in that if the same exact house sells two or more times you can compare it to itself... see "CAGR calculators" online and case shiller realestate index for further research before bidding - will need a full mysql database t store all house attributes/records... and the site will be written in core php so you must have all skills plus math skills and algorithm knowledge - bidder must explain process of logic and functionality in a articulate way. Must know css/HTML/PHP/javascript/mysql... relational database knowledge is a must. Must show proof of concept and also willing to work with frontend coders...

I am a Software Engineer with some expertise in AI development. What you are suggesting sounds like a classical prediction problem. I suggest doing the following: 1. Collect a data set of house sells (with additional details of every house like size, location etc.) 2. Calculate CAGR for repeat sales 3. Train a predictor for the CAGR based on the repeat sales 4. Use predictor to predict CAGR of songle sales Although I don't know PHP really well, I think I am the right person to do this job since I have both theoretical and practical knowledge in developing learning machines and I have some practical experience in web site development and databases. UPDATE: It will be helpful if you can provide me with some real housing CAGR data so I can make my demo more accurate.
